The diff from 3.16.2 -> 3.17.0 contains

I think that last

Should be
+** DELETE operations on rowed tables.

for it to declare the same undefined behavior on normal tables before and
after 3.17.0.
(I assume the intended change was just documenting the new without rowid
table behavior)
