As to SQLite version 3.7.13
         That was released in June of 2012.  Are you truly trapped into
using such an ancient version?

Known true bugs seem to get fixed very quickly.

Going to sqlite.org
Choose DOWNLOAD
At the bottom, there are links to the source repository (and clones of it)
At the repository (using the remarkably capable and compact fossil-scm.org
software) you can choose
      Tickets, then
      Reports
      or go directly to https://www.sqlite.org/cgi/src/reportlist

You can also view the detailed timeline of sqlite work at:

If you haven't already, you may want to read about the very high level of

Now as to *anomalies* if your definition includes opinions as to what's
surprising -- then I don't have much knowledge.
