As we build from canonical sources and have some proprietary patches, a new release does not just "pop in" but requires merging changes via CVS, upgrading is a lengthy process, done when resources are available.
Last try was with release 3.14, and - apart from changes in the handling of OMIT flags for "useable but unused" constraints - promptly ran into problems with ORDER BY Queries (fixed about 2 weeks later).
Next upgrade may be this summer.

3.17.0 is backwards compatible, fixes obscure bugs, has many new features, and runs twice as fast.
